My understanding was alot was going to Canada but with the weaker dollar I'm sure that is less attractive than it used to be. I know in the southern US Texas is trying to compete with Louisana. Also, the 25% payroll tax credit is a credit on the salaries not on the tax. They show examples from the first act, link below. One more thing, a movie star doesn't come in with a $1 mil and leave with $1.25 mil, but the production company can certainly increase the movie stars pay from $1 mil to $1.25 mil though.
